The Pulse (29/03/2013) RTHK Executive Producers: Gary Pollard New Dog Breeding Law To children, and even some adults, pet shops with puppies and kittens in the window are endearing places. To those concerned about animal welfare though, there's often a horrific story behind the façade: a story of puppy or kitten mills, forced breeding, and animal cruelty. Proposed legislation is designed to stop that. But some animal lovers fear that it's not going to help much at all.
